The womens national team has the leverage. They should be able to negotiate better terms because if as everyone believes they generate a ton of money they have value.

So if they feel they aren't getting their fair share, then sit out 2023.

However the US Men's team is always going to win more prize money from FIFA, based on revenue sharing in the men's game as a whole.

US Soccer would lose a significant amount of revenue if the top players refused to play. That money goes into the scouting and training of both mens and womens so it would have a significant impact for years to come.
