However, if the recount had been statewide instead, Gore would have won the state by 60-171 votes depending on how restrictive the standard was. However, Florida had no mechanism to request a statewide-count, only county-by-county and while Gore had called for Bush to join him in asking for one, he obviously refused. So instead, the recount was limited to just 4 counties. Additionally, this study did not award Gore any of the "butterfly ballots" though the Washington Post notes that analsysis done on those thrown out ballots suggests Gore may have lost 7000-8000 votes from it. tl;dr: Different counties in Florida applied different standards as to what votes were tossed and which were valid. A study done by a media consortium shows that if the entire state followed a single standard across all counties instead of being a haphazard mess, Gore would likely have prevailed by 60-171 votes. The recounts stopped by SCOTUS in Bush v Gore were centered on four specific counties because Florida lacked a mechanism to ask for a statewide recount, only by county.
