If quoting in text, I'm sure there's a proper way to handle it for academic papers. I'm not certain what the best answer here is, but i think that using the full word is acceptable. When on genius.com, for instance, I'd fully expect it to be written out.

When quoting in spoken speech, it gets even trickier. There aren't easy answers. But if it's a quote from a song, either silent pause for a moment or just saying "n" is probably the least offensive. I'm not an expert, and i might have overstepped by saying "never", but I do believe that 99999 times out of 100000, it is inappropriate for a non-black person to use.

I personally don't. I believe that those who have historically been affected by the word do. There obviously won't be a unanimous consensus, but ask every black person you come across "what do you think of white people using the n word" and I'm willing yup bet that very few of them will be fine with it.

But it's 800,000 people (about 0.2% of our estimate population according to Wikipedia), who pay additional fees to live here and don't qualify for government funded assistance.

Your definition of "a lot" is likely very different from what the government considers "a lot".

I think that your effort and enthusiasm would be better suited to demanding greater penalties for committing, and fewer incentives to commit, white collar crime, since that impacts the bottom line to a degree of a lot of zeroes.
