In two weeks we've gone from official policy being fairly relaxed (nudging social distancing, staying indoors if we have a dry cough/fever, and encouraging us to wash our hands more) to passing emergency laws and closing down most establishment that aren't selling food/medicine for off-site consumption (public transport is also being reduced to serve key workers, although with usage down so much this was inevitable anyway). But 26 is pure insanity until I see anything to corroborate it. They acted INSTANTLY since they know China. Saved a huge number right there. Korea very briefly had a rate that was higher than that (patient 31 set off a chain reaction that got to some 1600 cases within a week iirc) but cracked down as hard as possible on the cult, effectively quarantining 200,000 people or so. That worked for most of it. Basically it doesn't seem technically impossible for outliers to do this sort of number but it's likely rare and demands very specific circumstances.
