Oh I don't believe it's 26, not normally anyway. There's a few outsider cases that can technically make this possible - the Korean cult - and I can think of situations like a cruise ship that could do something this ridiculous. It's entirely possible that, this data being from Washington, we're really talking about how stupidly easy to be a super spreader within a nursing home.

Taiwan btw is actually doing pretty good. They acted INSTANTLY since they know China. Saved a huge number right there. Korea very briefly had a rate that was higher than that (patient 31 set off a chain reaction that got to some 1600 cases within a week iirc) but cracked down as hard as possible on the cult, effectively quarantining 200,000 people or so. That worked for most of it.

Basically it doesn't seem technically impossible for outliers to do this sort of number but it's likely rare and demands very specific circumstances. Unprepared nursing home might be one of them.
