Stilt-Man
I desire nothing more than to rate the D-Lister villains from Marvel Comics, but the problem with most D-List villains is that I will likely rate them highly for capturing that wonderful Silver Age sensibility in design but dock them points for having very little personality or development. Luckily, Stilt-Man has resonated with a few creators over the years. The downside, of course, is that he's primarily played only for laughs. Still, Daredevil is one of the most intensely serious franchises in Marvel's catalog, so a bit of levity can go a long way with the Man without Fear.

Tidus, ffx
I have my reservations with Tidus' complete lack of cultural sensitivity that borders on a very bizarre form of white tourist racism that you see when you travel to other countries and witness upper-middle class families loudly criticizing what, to them, appear to be various unimportant eccentricities. I find Tidus to be sort of a boob, although at least his intent is to break a convention he believes is detrimental to society. I just disagree with his opinion that he should have tuck his nose where it didn't belong.

Batman (The Lego Movie)
I'm not actually a fan of this characterization of Batman. While I think Will Arnett performs excellently, there are often instances where it feels as if the writers are intentionally not understanding the character of Batman. He steps outside of the confines of superhero and becomes a bully. Batman does bully - don't get me wrong - but his hardened exterior is by design and for a reason. This Batman's foibles just don't jibe at all with the character. That's okay; the character is well-written. Just not well-written as Batman.

Hela (MCU version)
Hela is easily one of my favorite Marvel villains in comics, so I had extremely high - nearly insurmountable - standards set for her portrayal on film. Cate Blanchett surpassed them and claimed my top spot in the MCU villain gauntlet. There's an intensity in Blanchett's every action that is both frightening and at the same time seductive. This unnamed quality really projects a godly flavor in every scene. Hela truly felt like an indomitable threat, one more than worthy to face the power of Thor. I think that's why I felt so flat about the very end of Ragnarok. What a waste of a perfect character.

Batman (Earth-43) (DC Comics)
It's always weird rating alternate universe versions of popular characters. Does the Red Rain Batman succeed as a character? Yes, but in Elseworlds, it's really rare to see the story be about the character so much as the concept. And naturally, you draw comparisons between the original and the doppelganger. So yes, in comparison, the vampire Batman falls flat, but he is adequate enough to carry the weight of a couple short mini-series.

Ephraim Winslow (The Lighthouse)
The Lighthouse ended up being a bizarre but enjoyable film, and given its nature, the weight of that success falls entirely on two people. Would I say that either character are among my favorites for the year? No, but I still respect the work and value what the characters provided, which ended up being everything in that film.

M. Bison (Street Fighter - Dictator not Boxer)
Over-the-top and bright, the very design of Bison is vivid and striking. However, character design alone can't simply carry a character to a top tier rating. M. Bison's rare moments of characterization have been abysmal. Then again, when you're creating a fighting game, you rarely consider the eventual rise of importance in those pesky timesinks they call backstories.

Lord Ghirahim (Zelda)
Acutely creepy for all of the wrong reasons, I find it difficult to stomach Ghirahim. That alone makes him a perfect antagonist for Link. Not every adversary has to fit into the Ganondorf mold in order to succeed in Zelda. Sometimes, sticking your tongue out at opportune moments is enough to propel you to Public Enemy #1.

In honor of the Birds of Prey topic

Cassandra Cain
Cassandra Cain, from 1999-2003, was a phenomenal character, a testament to the idea that innate goodness exists, that nature can overcome nurture. In a way, she was one of the most heroic characters in the Bat-Family by virtue of overcoming the shackles of a lifetime of intensely violent, dispassionate breeding. And her inability to speak caused artists to work overtime to present a compelling, deep character through facial expressions and body language. But ever since she began to talk, the character nosedived. It's been nearly twenty years since there was a good Cassandra Cain story. Still, those glory days were something to behold.

Rumplestiltskin (Once Upon a Time)
The ultimate 80 out of 100. An entire show, poorly written as it was, devoted its seven seasons' worth of effort to make two characters compelling. One was Mister Gold, the other Regina Mills. Thus, on a series chock full of misfires, there were always two pillars of support propping up the rest of the mess.

Krypto the Wonderdog
So I'm going to ignore the fact that you wrote Wonderdog, an entirely different character, and focus on the Krypto part. Like most people, I can get a little emotional at the story of Krypto just waiting for his dead Superboy to come home after Infinite Crisis. Krypto is a brilliant piece of Superman lore, one of the most long-enduring goofy pieces that has come to define the Man of Steel's legacy. You can't help but love when Krypto is mind-controlled and tears apart the Atom like a chewtoy. You can't help but root for Animal Man when he realizes that, as long as Krypto is nearby, he's just as strong as the Man of Tomorrow. And you can't help but want to punch Superboy-Prime in the face for kicking a damn dog. That's the power of canine counterparts in comics.

Spider (HYPHEN) Man is a great character. A great character who, apparently, can't even command enough respect to get a majority of Board 8ers to spell his name right. For me, Spider-Man is a difficult character to rate. My real fondness for Spider-Man comes from Ultimate Spider-Man (the comic) first and foremost. In comics, Spider-Man tends to be rather whiny for long stretches and then quite madcap at other stretches. Annoyingly so. Maybe Spider-Man is the original case of bipolar disorder in comics. In any event, I still enjoy the aerodynamics of his abilities and the fact that he still feels like the only real New York superhero out of the ten trillion Marvel has turned out.

Yes, I have a special fondness for Whisper A'Daire. Players in my DC-based RPG campaign will know that she has turned into this power-playing crafty bitch with a penchant to get under anyone's skin. In comics, she has a sultry seductiveness to her that I find appealing coupled with her power set, but Whisper is definitely an obscure super-minor character in reality. And I'm not going to rate her based on my stupid fanfic-y take, but rather the actual stories she's appeared in.

Tony Montana (Scarface)
I have never understood the appeal of Scarface. The film is over-the-top in all of the wrong ways, and I've never felt like it was anything other than a movie for tryhards to point to as their motivation for becoming hard men. It's a movie for wannabes and posers. And Al Pacino is adequate in the lead role. That doesn't mean the character is interesting. In fact, the character is rather average.
