M. Bison (Street Fighter - Dictator not Boxer)
Over-the-top and bright, the very design of Bison is vivid and striking. However, character design alone can't simply carry a character to a top tier rating. M. Bison's rare moments of characterization have been abysmal. Then again, when you're creating a fighting game, you rarely consider the eventual rise of importance in those pesky timesinks they call backstories.

Lord Ghirahim (Zelda)
Acutely creepy for all of the wrong reasons, I find it difficult to stomach Ghirahim. That alone makes him a perfect antagonist for Link. Not every adversary has to fit into the Ganondorf mold in order to succeed in Zelda. Sometimes, sticking your tongue out at opportune moments is enough to propel you to Public Enemy #1.

Cassandra Cain
Cassandra Cain, from 1999-2003, was a phenomenal character, a testament to the idea that innate goodness exists, that nature can overcome nurture. In a way, she was one of the most heroic characters in the Bat-Family by virtue of overcoming the shackles of a lifetime of intensely violent, dispassionate breeding. And her inability to speak caused artists to work overtime to present a compelling, deep character through facial expressions and body language. But ever since she began to talk, the character nosedived. It's been nearly twenty years since there was a good Cassandra Cain story. Still, those glory days were something to behold.

An annoying drunk monkey. I hate monkeys. They are the antithesis of funny. They embody humor for stupid people, the fanatics of cringe compilations and Youtube monetization friendly montages of nutshots.

Rumplestiltskin (Once Upon a Time)
The ultimate 80 out of 100. An entire show, poorly written as it was, devoted its seven seasons' worth of effort to make two characters compelling. One was Mister Gold, the other Regina Mills. Thus, on a series chock full of misfires, there were always two pillars of support propping up the rest of the mess.
