PHP is a form of embedded back end scripting, you can also do it in classic ASP with backend Javascript. I wouldn't really say it's "not programming" because a lot of things that people would unambiguously consider programming have equivalents. For example, VB.NET / C# have the old dot net nuke framework which is JIT compile only, and even in ASP.NET you can basically embed C# directly into the page like you would with PHP by using %= tags and such, and for their MVC framework there's the razor syntax which is a tokenizing language for compiled backend code and it's all fundamentally the same in terms of how it looks while you're writing it. The only real difference is that PHP is not compiled while ASP.NET is.
