They can't. As mentioned, the pardon power is fairly unique in that it has no checks on it once issued. The only way to do anything about it is to remove a president before they are issued... which isn't really a check on it because while it may stop future corrupt pardons it does nothing and can do nothing about past corrupt pardons.

I mean the only thing you can do is amend the constitution to weaken the power. The government just deciding they don't like the law as is and ignoring it would be even worse than letting obviously corrupt pardons stand.

(This is only about pardons of his pals/cronies and not a self-pardon, which there is very good reason to belief is not an allowable use of the power)

Congressional override with 2/3s? I mean, I don't know if it would help today with this Congress and there'd be some rough edges you may have to iron out like how long does Congress have to act, would it be subject to "recess pardons" if they're not in session, etc.

But it's somewhat bizarre that it's one of the few actions that can be taken by one branch that neither of the others can do shit about.
