Not all felonies are the same. If the guy is wanted for murderer, it can be justified to chase him, but chases can be dangerous to surroundings civilians so it would be irresponsible to initiate one for a drug user or whatever.

I would like to point out that Lindsey Graham's odds of retaining his Senate seat are the worst they've been since 538 put up their Senate forecast, and that all recent polls have been within the margin of error, even, or his opponent up. Granted, he still has a 4 in 5 chance of retaining his steal but that's worse than the 9 in 10 he had a couple months ago, and I suspect it will keep getting tighter.
