It's the same reason why so many people dump money into loot boxes, it's all a gamble to get something they want. And a game simple won't stay running if people aren't spending (or isn't putting up ads for revenue, which I hear tends to be really small anyways).
There are a lot of psychological factors being played here, but I'm not getting into that. Theyve even found their way to toys for kids. There are so many blind bag where its a mystery which of the dozen or more designs youll get so kids want to buy more to try and get their favorite on the back of the box or whatever.
