Depends what we mean by cool.

If we mean "better" then this is incredibly easy. Final Fantasy alone has dozens-- maybe hundreds, of characters.
If we mean like... stylish and hip and whatnot, maybe not.

I assumed we'd stay with games, but there's a lot of characters that are cooler than Rand in their own way, and yet at the same time not. Plus you have to question "at what point in the series?" I would have once said Perrin, but now he's just emo. I wouldn't have said Matt up until a certain point. Egwene, of all people, has been particularly badass in the last two books. I've always liked Birgitte, even when it means having to read about Elayne to hear about her. Lan is obviously cooler than Rand.

For games, L-block is way cooler than the straight piece.

Jecht and Auron are the perfect answer to this question.

Jecht isn't cool at all during the first playthrough. In Dissidia, in Jecht spheres, yeah.

But in all the flashbacks and stuff, he's really annoying. He doesn't get cool until you really explore his whole character. And by that point, Tidus is no longer the whiny goof he was in the beginning of the game, and it becomes hard to compare them.
