First of all, they've really streamlined down the gameplay, not in a good way. Like, in that typical early 2010s way where game makers must have thought gamers were too stupid to do more than press X to win. The vigors and everything are way simpler too. And why can I only use two weapons at a time? What, realism? Come on. No one wants to have to choose between a shotgun and a machine gun.
