It might be a contributing factor but I'd suggest it's more because Japanese people are culturally likely to wear masks at the slightest sign of any sickness, whereas westerners somehow think wearing a mask even when you're at risk of a deadly virus is a breach of your civil rights.

I went to Tokyo last year, and as dense as it is, people still didn't interact with each other, physically or socially.
