In Finland, a civilian servant whose workplace doesn't provide meals gets 560 tax-free per month (more past the first six months), plus free public transport for the town(s) you work and live in, and housing is provided or subsidised. It's not a terrible deal for 37-40 hours a week.

For army men, though, they only get 160 per month while having to live in a base in the middle of nowhere eating army food, so their pay/time ratio is completely screwed up. Their work is harder too.

The main reason anyone would pick army is that you can get away with just 6 months of service, while civil service is always 12 months. However, anyone who is intelligent enough to make these calculations is too smart for the army to give up early, so they'll end up staying for 12 months anyways.
