Firstly, a cheap smartphone costs maybe $200, while wisdom teeth removal is $1600. Glasses are harder to estimate, but in any case phones are hardly all that expensive.

Secondly, the ability to make phone calls and access the internet is essential to living in the modern world. If your system can't even provide internet access to all its citizens, the system has failed.
