I assume it's still in effect and everyone has been following it on precedent and/or the honor system. We have locking until Friday, and then the rest is the way everyone knows with the vote-rushing at the end. Depending on the reactions everyone has this year toward locking vs not locking, we can decide if we want to adapt for next year, but I didn't want to completely kill vote-rushing because some people love that. Honestly, even if we said that 5 is an auto-lock, and leftover spots at the deadline are sorted by the old method, it would probably work out the same. The cut-off last year was in the 4/3's and I don't see any reason to believe that threshold should be higher this year.
