Then the richest person in America gets the same benefit as the poorest in America. It may cost them more to support it, but they receive the same actual benefit. You want Universal Health Care? I've heard more complaints about our system from American tourists who have never used it than Canadians. There are generally multiple ways to get there such that you could call a few different ideas Universal Healthcare if they can get there. M4A is "tricky" in that what it means depends on who you're talking to, you have multiple people using "Medicare For All" to describe their plans when there are differences between them. Within the context of this discussion I assume we're talking about Sanders's plan. Very broadly speaking (anyone more nuanced on the details, or if I'm wrong on a point feel free to jump in) Sanders's conception of M4A would essentially see healthcare in America transformed with private insurance basically eliminated and a single-payer model installed in its place. The government would be sole provider and thus have negotiating power to control costs (after all, they'd be the only game in town, you walk away from them you're walking away from a market of 300+ million.) Employers would no longer be providing/paying into healthcare, etc. Sanders has said supplemental plans would be allowed on a private basis to cover things like cosmetic surgery that wouldn't be covered by the central M4A plan so you could buy private insurance to cover stuff like that if you wanted. Someone like Biden (and I want to say Buttigieg) are more into the model of expanding the ACA so that anyone who is uninsured would be enrolled into a public option - essentially creating a new insurance provider run by the government that would compete in the existing private market with the current providers. Since anyone could enroll in this program (and those without healthcare at all would be automatically enrolled) this would also achieve universal coverage. Buttigieg argues that if his theory is right, the public option plan would be superior to the existing private options and so people would voluntarily switch to it from their existing plans essentially creating the system described with Sanders over time. Biden tends to use language more in line of "if you want your current healthcare plan you cna keep it." Harris is somewhere in the middle where she would set a standard level of coverage that all existing private insurers would be forced to abide by along with expanding Medicare to get everyone else. I mean, in theory, all of these options would be "available to every American" though in Sanders's conception of it you would transform the industry fundamentally so that it's the one and only plan that everyone is in. The others tend to have it on a more voluntary basis where anyone could chose to go into the common plan but they could also stick with what they have now.
