It's totally disingenuous. Turkey says that Trump handed over leadership of the fight against ISIS to Turkey, and Turkey is now moving in to finish the job. But Turkey has sat on the sidelines while a coalition of the US, Syria, the Kurds, Iraq, Iran, and of course Russia fought and beat ISIS. The coalition was also never under US leadership.

I would suggest randomizing the order of states rather than having the same states be the "important ones" year in and year out.

Better yet, after every presidential election rank the states based on how closely they resembled the national results and consider those to be the most accurate representation of America as a whole. Then arrange the primaries in order accordingly so the states that most resembled the overall result come first. Then it changes every 4 year in a way that is tied to an observable metric.

Tipping point method - imagine increasing the Clinton vote in every state by the same amount until Clinton wins the Electoral College, and then the tipping point state is the one that puts her over the edge and gets to go first in the primaries. Then we rank the states according to how close they are to the tipping point state.

1. Wisconsin (R+0.77)
2. Pennsylvania (R+0.72)
3. Florida (R+1.20)
4. Michigan (R+0.23)
5. New Hampshire (D+0.37)
6. Minnesota (D+1.52)
7. Arizona (R+3.55)
8. North Carolina (R+3.66)
9. Nevada (D+2.42)
10. Maine (D+2.96)

So, some of the traditional early states - NH, FL, NV, are still prominent here. But Iowa is gone despite being a true swing state (voted Obama twice and then Trump) and South Carolina, one of the most important early states, is gone.

National Popular Vote Method - here, we rank the states based on their closeness to the national popular vote (D+2.1)

1. Nevada (D+2.42)
2. Minnesota (D+1.52)
3. Maine (D+2.96)
4. New Hampshire (D+0.37)
5. Michigan (R+0.23)
6. Colorado (D+4.91)
7. Pennsylvania (R+0.72)
8. Wisconsin (R+0.77)
9. Virginia (D+5.32)
10. Florida (R+1.20)

Once again, NV and NH remain prominent. Florida loses some importance from its current position.
Iowa and SC are still missing from the top 10.

Eh, you might end up with some it's the same states retaining their prominence, but it opens the door for the order of primaries to change on a regular which which overall would be a positive thing.

But I mean if your whole focus is flipping states or retaining states that you only took narrowly then just order the states by how close they were to being a 50/50 split. It's still better than the current system.

So the first ten states would be:

1. Michigan
2. New Hampshire
3. Pennsylvania
4. Wisconsin
5. Florida
6. Minnesota
7. Nebraska

Leaving the last ten as:
South Dakota, Kentucky, California, Idaho, Hawaii, North Dakota, Oklahoma, West Virginia, Wyoming, and DC

I mean under our current system where winner takes all in the electoral college, it's only fair to give close states first dibs on candidate choice. Since that's a HUGE chunk of people who get no say in the Presidential Election. Like in Michigan, 47.27% of them didn't vote for Trump.
