Primary should be ordered by how close the states were in the last Presidential Election.

So the first ten states would be:

1. Michigan
2. New Hampshire
3. Pennsylvania
4. Wisconsin
5. Florida
6. Minnesota
7. Nebraska
8. Nevada
9. Maine
10. Arizona

Leaving the last ten as:
South Dakota, Kentucky, California, Idaho, Hawaii, North Dakota, Oklahoma, West Virginia, Wyoming, and DC

I mean under our current system where winner takes all in the electoral college, it's only fair to give close states first dibs on candidate choice. Since that's a HUGE chunk of people who get no say in the Presidential Election. Like in Michigan, 47.27% of them didn't vote for Trump.
