Police are trained to believe that every random jagoff is a trained assassin, waiting for them to slip up. Fear of reprimand for NOT shooting first has caused more than a few officers to be murdered at vehicle stops involving headcases, and those incidents are utilized to further impress upon officers the idea that everyone is out to kill them at all times of day. If the only people you ran into on a daily basis outside of your family, friends, and maybe a few coworkers, was violent or otherwise criminal garbage, wouldn't you believe the training? Confirmation bias is powerful. Not that most people aren't horrible at their core.
SWATters should be charged like anyone else who solicits murder for hire.

It's easy to look on from afar after the fact and say that the cop shouldn't have shot the guy, and the fact that the situation played out the way it did suggests that the whole encounter was very poorly planned, but in the heat of the moment, it's pretty understandable how it went down. If the official investigation didn't find anything wrong with the cop's conduct, I'm willing to accept that.

The swatter, on the other hand, should be literally crucified. Make an example of him to deter anyone else who might be stupid enough to follow in his footsteps.

Given that this is a precedent-setting case (being the first fatal swatting), I'm okay with hitting him harder than is strictly necessary for the sake of making an example of him. Swatting is far more serious business than it's been treated as by far too many people, so if sentencing this guy harshly can convince some people to not do it, I'm all for it.

A cop's first instinct should not be to shoot. It should not be to defend themselves from the public. Would that lead to more deaths of police officers? Yes. Would it lead to fewer deaths of innocent people? Yes.

An unarmed and completely innocent individual was shot after doing nothing more than answering their door. It doesn't matter if he complied tp every last letter of every order given, or he came to the door (of his home) with an Ak-47, he should not have been shot. It doesn't matter what information the police have been given. Shooting should be a last resort. As in, the target has crossed the line from potential threat to active threat.
