Tepig is amazing. Snivy is good. Oshawott is crap. Emboar is good. Samurott is good. Serperior is crap.

Mudkip is okay. Treecko is okay. Torchic is meh. Swampert is okay. Sceptile is meh. Blaziken is bad.

and I always have, even before the meme. Gen 3 had one of the best starter sets - I did not go wrong choosing either of Torchic or Treecko, either. I'd concur that 5 is the worst. That's the only gen I've considered ditching my starter on multiple playthroughs. I've never contemplated abandoning my starter on gens 1, 3, 4, and 6. Yeah, I survived Grotle.

3 > 6 > 1 > 4 > 7 > 2 > 5 imo
