Gen 3 had one of the best starter sets - I did not go wrong choosing either of Torchic or Treecko, either. I'd concur that 5 is the worst. That's the only gen I've considered ditching my starter on multiple playthroughs. I've never contemplated abandoning my starter on gens 1, 3, 4, and 6.
