Saruman the White was the first of the order of Wizards (or Istari) who came to Middle-earth as Emissaries of the Valar in the Third Age. For a time he was the chief of the Heren Istarion, as well as the head of the White Council.

That said, he's a simple character but a powerful villain, in some sense similar to how Dooku is, Christopher Lee's portrayal of these kinds of villains is pretty fantastic. Plus the Hobbit movies help him further, so yes.
