Silver on everything should be enough for the suits, but to get all the upgrades you would need most of them at gold if not all.

Only suits are required to get to Plat though, so if that is all you care about prioritize suits and then you can upgrade with whatever you happen to have left over.

They will probably be able to get a warrant for a blood draw back at the station.
Breathalyzers are only good for alcohol so if he is high on something else he is going to blow fine, and that may make it harder to justify the blood draw.
