The mob used to have casinos down in Cuba, but they were kicked out and the casinos were nationalized and/or shut down when Castro came to power. The mafia helped get Kennedy elected (by connections through Joseph Kennedy, a former bootlegger and partner of the mob) and they were probably expecting JFK to take care of the Castro problem so they could get their casinos back.
