then they simply dont enter official tournaments if they dont want to follow the rules. they can enjoy competitive battling in plenty of other ways. play online, enter unofficial tournaments, whatever they want. but official tournaments have rules and you are not entitled to enter them however you want. if you dont want to follow the rules then thats where it ends for you, find fun in other ways. "but its a silly rule" isnt an argument. lots of sports/game tournaments/whatever have silly rules but people follow them. pokemon is not some exemption where you can just go "no i dont want to do that and you have to let me in anyway"

By using third party software to do so, which by all means is going to be considered cheating regardless of rather or not they did it as a shirt cut to make a legal Pokemon. It is still not allowed in official competitions.

I don't play competitive Pokemon but if I did I'd use battle simulators or genned Pokemon for practice. There's no reason to waste your time doing something like breeding, in previous gens obviously, over actually getting meta battling knowledge. It's just a matter of prioritizing your time imo. I'd probably build the actual team if going to a event depending on the Mon or otherwise I'd personally make sure it was legal.
