I mean, if this was a video game, i'd throw paint stripper all over the car, slash the tires, put sugar in the gas tank, pour power steering fluid on all the rubber components, smash the windows, tail/headlights, and finally pour gasoline inside and set it ablaze.

I would physically start damaging his car if it was me, personally. Just smash it with a baseball bat a few times every time he does it. Put some big ass dents in the side, make him not want to park there. If he calls the cops I'm sure they will be just as unwilling to help him as they were you. "Uhh sorry its on private property and there are no witnesses."

One would be better off giving a homeless person $20 to vandalize the vehicle. You never know who has cameras that might see what happened. A totally uninvolved neighbor with a well positioned doorbell camera could get you busted.

But for a serious suggestion, call your local news station and see if theyll run a story about it. Also, contact your HOA and ask about creating a handicap parking space in that area, that way if he parks there, hes breaking an ordinance and can be towed or ticketed on that basis.

Its not inconceivable doesnt mean that you guys arent making up a rule that is unlikely to actually be in place.

Call your town hall & find out why you cant tow someone on your property.
