It's a special thing you do that creates a paper trail proving a given party got the letter.

I don't remember the particulars well, I did a fair few working in a law office.

The post office itself would know for sure, so it in person.

It costs a few bucks.

Oh you're talking about certified mail?

TC that process is pretty straight forward, and the clerk at the post office should be able to help. Basically it's a letter with a tracking barcode and a little card that the recipient has to sign for. You can even check a box "return receipt for merchandise" if you want the post office to mail the signed card back to you, proving someone signed for it. You can use it as proof of when you mailed the letter and when it was received. It does cost a fair bit more than regular postage though.

As others have said, threaten this guy, and the HOA, with legal action, and in writing. Contact the ACLU, tell them youve been trying to resolve this for months without any success, Id be surprised if they dont want to help. And you should definitely contact the local media, this is the kind of story that drives local news ratings. It doesnt matter if you dont know the next time he will block you in, they will work with you if they think the story will be good for them.

So a neighbor pointed out to me that there's a sign at the entrance to our complex that has the number for a towing company, idk how I missed it this whole time. She said that she called them before to have a vehicle towed out of our complex.

Now I have a number to call, which is good. Watch as I never see them park here again, I want to get them towed SO bad though

Having someone towed feels good. I really enjoyed having people towed while I was working at Amazon. People kept parking on red curbs. There were plenty of spaces to park, they just thought they were special and shouldn't have to walk as far as everyone else. It went on for about a year before we were finally given permission to tow them. At first they would came in saying their car was stolen. They were so used to parking there and just throwing away the "tickets" that when the towing signs started being enforced, they were sure it had been stolen.

I hope you get to have them towed too. :D

If they have a non electric fuel door fill their car up with piss and sugar don't actually go for this

God this infuriates me. I've read and posted in a few of your topics about this over the months. I'm anxiously hoping you get the opportunity to tow this dipshit's car. Like, parking in someone else's fucking driveway is such a WTF kind of dick move. I think you, unfortunately, need to raise more stink about this. Not only is it an inconvenience, but a fire hazard too. In a fire, if this dbag is parked there, your life is in danger. It may be worth contacting your local Fire Marshals office and complaining.

The local news station someone mentioned is a great idea too. Ideally when its happened and they can come and film a demonstration how youre stuck.

Also, does the association actually own anything? I thought they just collected money for amenities. The actual condo owners need to be made aware if they havent yet.

I was going to suggest some things Ive already seen listed but here are 2 I didnt see:

Every time you are blocked, call 911 because it IS an emergency to you. You are trapped in your home. Forget the non-emergency line.

Also see if you can find an organization that investigates ADA violations. Your HOA likely is not subject to the ADA because its private, but you might qualify for accommodations under the Fair Housing Act. The Office of Civil Rights might be helpful, too.

Still checking a few times a day but no car yet.

I found out from a neighbor that apparently the car owner lives in the unit right across the hall from ours. I still want to tow immediately when I see the car next, but cornman wants to go and try to talk to them. When the police lady ran the plates last week, she told us that the registered owner is an older lady, but we confronted a young guy driving the car. Cornman doesn't want to cause her to get charged for the tow, in case it's not her fault I guess

car bombs should be legal in cases like this

Yeah my wheelchair doesn't have any kind of lock mechanism, i'd never want to leave it unattended out in the open

I would say park your powerchair on the driveway. Or buy a cheap spare to park there.

It's a little strange that the HOA couldn't point you to that towing company sign before. They're 100% negligent and not doing what you pay them for, you should absolutely get a lawyer for this - even if towing takes care of the problem. You pay them (probably very well) for a service they're not providing.

And also get the car towed, who gives a fuck if it's registered to an old lady, she should be more careful who she lends her car too.

yeah i agree it's weird they didn't tell me too. fucking $265/month starting this year :) i guess ill move *eventually* but this location is great for me as someone who can't drive, and it's super hard to find a (small) place with an attached garage for storing my wheelchair

Talking to the old lady definitely is the nicer thing to do, I can see Cornman wanting to try this first! It might have been suggested but have you put red traffic cones or something out in the spot so you can still get your wheelchair/car out?

Do you have a friend with a junk car that they could drop there? Park it all the way to one side, leaving you enough space for your wheelchair, but not enough for another car.

Also, empty his tires every time you see the car there. No damage, but awfully inconvenient.

Nothing exciting but some updates: i guess my mom got into contact with some lady on nextdoor who was aware of the situation, and shes going to come by later to talk to me? If she comes by, I'll tell her to let me know if she sees the car parked again. More likely to catch them with a second pair of eyes

He talked to the driver of the car, I guess we're not sure who actually lives across the hall. It might be the owner of the car (older lady according to police) and maybe she's not aware of the situation? Idk

Oh I mean it is my private property... that's why the police couldn't tow it for me. I guess public towing companies in apartment complexes is more complicated even if its private property
