This sort of thing varies by state. My sister gets a heaping $20 from SNAP every month and i think there are some local restaurants that accept it, and she can use it on hot food from a grocery deli.

the hot/cold regulation probably isnt very much of a difficult or costly one to enforce, just kind of pointless

the problems with enforcement and regulation usually come from stuff like work out supplements, which are sometimes and sometimes not considered 'food' depending on their ingredients and shit like that

The system is designed to help struggling people/families who desperately need food and cannot afford to feed themselves. It is not meant to be extra cash for McDonald's or Pizza Hut.

Around here, food stamp trading is wide-spread. People who benefit from the program will trade $100 in groceries for $50 in cash to go buy drugs/alcohol, and there's really nothing that can be done to stop it. The best that can be done to prevent the worst kind of abuse of the program (which is paid for by us, not 'the government') is to regulate what can and cannot be purchased with it.

Don't blame the system for its flaws, blame the people who abused it.
