It is not meant to be extra cash for McDonald's or Pizza Hut. Around here, food stamp trading is wide-spread. People who benefit from the program will trade $100 in groceries for $50 in cash to go buy drugs/alcohol, and there's really nothing that can be done to stop it. The best that can be done to prevent the worst kind of abuse of the program (which is paid for by us, not 'the government') is to regulate what can and cannot be purchased with it.
