Getting rid of an existing corrupt system doesn't really mean you can't replace it with a more effective system. And if someone is arguing that corporate interests have seriously compromised the effectiveness of a governmental oversight body, odds are they AREN'T suggesting that the solution is a completely laissez-faire free-for-all without any regulation or limitations. If anything, what he's essentially saying is that the EPA is currently so corrupt and powerless, it's functionally as if it doesn't exist anyway.
