Intent is very important, always the biggest factor, but it's still not very nice and some people will be uncomfortable.

Where I live is not a good barometer for it though, as basically every black person seems to be an immigrant from Africa or an adopted Haitian child living with white people. Either way, they have zero cultural connection to that whole mess.

I remember years ago, I played RtCW on Xbox Live with this group of black dudes (who were friends with each other IRL) that kept trying to get me to say it. I figured they were just doing it to screw with me, which was mildly true, but after a while I felt less like the token white guy and more like their friend and gave them what they wanted. They thought it was hilarious and we all had fun together. Breaking down those barriers!

I have a bunch of mixed cousins, so race stuff genuinely means nothing to me. Ironically, one of my East Indian cousins says he "hates gay and brown people" and I always picture that one Chappelle's Show sketch...

Personally, I don't give a damn who says it and why they're saying it. If anyone uses the word like my friends and I do, then it's whatever. If someone comes at me and says the word because they hate that I'm half black or just simply wants to be a troll, I just laugh at them and move on. Sticks and stones.

But that's the thing. What you can and can't say without consequences truly depends on who you're saying it around. Someone like me can hear some of the most offensive stuff ever and not care at all. On the flip side, you can stroll into a bar in New York, shout "Yankees suck!" and wind up getting your ass kicked. The real question is "Is possibly getting your ass kicked worth saying the word to you?"

It isn't very nice and makes people uncomfortable because of conveyed intent. The word itself is irrelevant, it's the information that's drawn from its use that matters.

If a context appears that makes it become a gesture of affection then it becomes well-recieved, and that has happened.

in South Africa they use the K-word instead of the N-word, but it is equally offensive here.
