Like what the fuck? Anyways yes Ivy is clearly designed to be sexualized, but I think it has to do with balance representation. On the opposite spectrum, you also have Hilde who is conservatively dressed plus you have a bunch of guys in the series that are Shonen esque looking (like Kilik) or half naked (like Maxi).
