Well they pretty much made Ryan promise it would be amended when this sends it back to the house so yeah "I didn't really mean for it to pass" is the actual strategy they are using tonight. It allows them to tell the public it wasn't really their fault and it keeps their loyalty to the party so they can get whatever they might want added on the next bill if their favor didnt make it into this one.
