The GOP had every chance to craft "decent bipartisan legislation" back when Obamacare was being drafted in the first place. They offered dozens of amendments that made it into the law, and in the end not a single Republican voted for it because they were already committed to refusing to allow Obama and the Democrats to do anything.

Dems pass a flawed bill that is actually working but people are still struggling with rising costs so they get annoyed.

Republicans are about to pass a law that will have premiums rise even faster than they originally would for the next 8 years.

Healthcare premiums rose at a lower rate than they would have without it, but they still rose.
Republicans, wrongly, said it was all because of Obamacare and used it as their rallying point.
They made significant gains across the land.

Now they have to own their own bill that's gonna cause premiums to rise even faster.
Republicans are in charge.
People are gonna be pissed as their healthcare premiums rise.
Republicans are gonna take a massive hit for it.

They are. (Edit: I should note they haven't voted on it yet, but all signs point to them voting on it imminently, some time in the next few hours)

They're passing a "skinny repeal" which isn't actually "skinny" at all but a plan that looks as though it was designed to pass the House and be signed as law. It's something they wrote up a few hours ago (not even kidding)

CBO says 15-16 million lose insurance by next year and premiums will rise 20% every year from now until 2026.

A number of Senators are signaling they intend to vote for this bill because Ryan promised them that they would change/fix this bill in conference between the House and Senate (which would then cause both chambers to vote on the final bill). However, Ryan would have the ability to accept the Senate bill as-is which would mean the Senate wouldn't vote again (because they'd have already passed it) and only the House would need to vote on it to send it to Trump. It seems like this is the more likely outcome but no one is sure.

Republicans will do just fine in 2018 and 2020, as long as they repeal Obamacare. As for their hypocrisy in strongarming Democrats to working with them now when they refused to work with Democrats before, there is a Latin saying: Vae victis. Said by a Celtic leader who conquered Rome, but I think it's fair to say, adopted by the Roman Republic and then Empire as they embarked on conquest.
