Sonic Forces. All those jokes about playing as Bubsy caused the bobcat to awaken from his slumber.

Or rather, whoever holds the license figured that they could cash in on the meme, since they had a spare afternoon anyway so they might as well spend it developing a new game.

According to Wikipedia, Accolade was owned by Infogrames, which was owned by Atari. Given that both of those companies are currently just brands with no actual people behind them, I'd assume that this 'Accolade' is just some random guy who bought the name. Possibly at a car boot sale along with the Bubsy IP.

They're assuming that the time, money and expertise spent on this game could have been better spent reviving a better series. Which makes the mistake of assuming that this game has time, money and expertise behind it.

The first game was decent I thought? Not the best platformer ever but it was enjoyable. Never played any of the others which I'm generally told is a good thing.

First game is decent, yes.

I think people forget that becasue of two reasons. One being how bad some of the later games are (The Jaguar game and Bubsy 3D). And two, the most important, being the memes that spawned from whomever.

Bubsy is definitely not decent. It suffers from the same problem all Sonic clones do. You move too fast and can't react to obstacles in time.

It works in Sonic because Sonic is practically unkillable with the ring system

I don't really get that complaint? It's not like you're forced to go fast; you can move at whatever pace you want and react to enemies/obstacles as you see fit. I'll admit it is quite fun to race through the levels in that game, but you kinda have to earn the ability to do that via learning the level, or be willing to take risks (though with 9 lives you were somewhat encouarged to take risks).

Personally I found the game preferable to Sonic for precisely the reason you said: the ring system makes Sonic practically unkillable so there's little real tension in that game.

I remember reading about Bubsy in the same issue of EGM that revealed Street Fighter II Hyper Fighting (Chun Li has a fireball! Blanka has a vertical roll! :O). I think it has TMNT for the Genesis on the cover. They had a "top 10 gaming mascots" list they included him on.

I think that was the last time I ever saw somebody talk about Bubsy like it had any sort of legitimacy or relevance.
