Motivations end up being a little weak though; would have rather they played him as more pure evil (since that's what he ends up being).

Why? Because he has a purpose. Sure, Kefka has purpose, the destruction of everything. Same with Kuja. Again, destroy all.

But Sephy... he had plans for what came after... to make a shining utopia. So he had purpose, to create anew from the ashes of a world he saw as corrupt and unfit.

I used to think he was the best villain ever until I realised how flawed he was. But it's okay. He gets the job done, accomplishes more than several other villains in the FF universe, and, simply put, he does it in style.
