There's no way ordinary dumpster-diving would find them quickly enough to make resale a sustainable business, even without considering the further costs involved in repackaging them. Condoms are very much not a high-value item, unless they're a lot harder to come by in Vietnam than I'm realizing (and therefore more expensive), so you'd need one person to be able to collect an enormous volume in order to turn enough profit to make such a criminal venture worthwhile.
