210 million * $2000 = $420 billion per month. The US military budget for this year is $748 billion, so it'd mostly fund two months of that before having to find alternate revenue sources. You could stretch that further by making it an opt-in program and/or making it less than universal (conditional on unemployment, being below a certain threshold for savings, basing it off of living costs, etc.) to cut down on the number of people that actually receive it. Furthermore, it stands to reason that a crisis on this scale would result in increased taxes to offset the cost of handling the emergency (see: post-WWII tax rates), which would generate the necessary revenue.

It's also worth noting that just a couple weeks ago, the US government threw $500 billion at the stock market three times in the span of an hour in a failed effort to stimulate it. The government's very comfortably in a position to throw enormous amounts of money around to handle emergencies, which mandatory country-wide unemployment would definitely qualify as.

Now, as it happens, I think $2000/month is a bit higher than is really necessary for most people. If Trump's $1200 were monthly instead of a one-time deal, it'd probably suffice. But the money's not that inconceivable to come by, if somebody actually commits to doing it.

That really would be better than trying to stimulate a sinking ship. Arguably the best thing that could possibly happen to the economy right now is to freeze as much spending as possible. You'd need provisions in place to continue providing food and utilities to people (including emergency utility services like plumbers), and such an idea relies on the existence of an actual medical system to handle medical emergencies without needing patients to spend money they're no longer making, but right now, what people need most is to have their living expenses reduced to accommodate their lack of work.

The problem with the coronavirus bill is that it's going by 2018 tax returns. I've never filed a tax return in my life... besides, it requires you to have at least $2,500 "qualified income" and I don't work. So, I wouldn't be getting a check at all, regardless. People like me need it the most!
