Echos (I think) have exactly the same moves but with different properties sometimes. Like Dark Pit uses all the same Pit animations, but his fist is electric and he has some different numbers for damage and frame data or whatever. so I guess Pichu is more different than Pikachu than I remember because I would have thought he qualified.
