It's one thing to have a plan. It's quite another to make the threat (which I'm 90% sure was what it was intended to be, and 95% sure is what it will be interpreted to be).

I'm also seeing some foreign policy people (Michael McFaul, Ben Rhodes) note that Maduro will use that threat to rally support (surely something his advisors would have or at least should have told him in the very unlikely event that he ran his statement past them).
