So, easy, don't make student loans a guaranteed thing, and dont allow any federal backing to private loans. Treat them like any other loan. Applicants have to declare a major going in- poor job prospects? Poor pay? No loan for you. Engineering or medical field? You get a loan but if you switch majors, loan gets cut off.
