Her mother's boyfriend doesn't have the authority to dismiss someone from a house he either doesn't own or is not renting, which he is likely not either of those things.

Again, my point is that the story doesn't add up that someone would allow themselves to become homeless by their mother's boyfriend asking them to leave.

In Arkansas they can call the cops and get a criminal eviction going that very day if the land lord wants to

I know someone who rented in Arkansas. His yard ended up with a pool of sewage 24/7 and the law said the landlord didn't have to fix it.
