I'd still rather have UNHCR replace UNRWA. They work well for every other humanitarian and refugee crisis.

Exactly which UN agency is responsible for aid may be a good question to ask and make adjustments to during peacetime, but for now, it's gonna be a hell of a lot easier to stick with those who are already there.

Just curious, but does Israel control all of Gaza by this point? War has been going on for a while, and Gaza isn't that big.

Gaza is on the brink of famine and Israel is bending over backwards to prevent aid from getting to those people. It's very much under their control even if they're not actively occupying it.
