mass effect is tourism in space

and sorry but fallout 3 was one of the most boring looking things i've ever laid eyes on. new vegas wasn't gorgeous but 3 was trash in just about every aspect including looks.

doesn't have to be, it's more about fully exploring an entire georgeous location. Some of the Prince of Persia games do this, but others don't

Witcher 3 almost did this, if it made the cities bigger (even though that would harm the gameplay)

Earthbound actually had a tourism theme of sorts where you're visiting a wide variety of locations, including (fictional) landmarks and taking photos.

Deus Ex had a bit of that vibe too, visiting New York, Hong Kong, and Paris, though it didn't really let the player explore all that much. (You are restricted to a very enclosed area.)

Fallout 3 lets you visit many of the DC landmarks though I'm not sure how accurate the whole layout is.

IIRC Pilotwings 64 let you explore a miniature USA with many visitable landmarks.

There's also a game I never played that Accursed Farms reviewed called Arcade America where you go on a road-trip throughout the USA visiting various interesting places.

Another game I know from Accursed Farms is The Crew (and its sequels) that has a complete map of USA (excl. Alaska/Hawaii) and you can drive anywhere you want to.

Tropico is good, Fallout 4, Ratchet and Clank Rift Apart, Far Cry 4, Hogwarts Legacy to name the ones I know of.
