Earthbound actually had a tourism theme of sorts where you're visiting a wide variety of locations, including (fictional) landmarks and taking photos.

Deus Ex had a bit of that vibe too, visiting New York, Hong Kong, and Paris, though it didn't really let the player explore all that much. (You are restricted to a very enclosed area.)

Fallout 3 lets you visit many of the DC landmarks though I'm not sure how accurate the whole layout is.

IIRC Pilotwings 64 let you explore a miniature USA with many visitable landmarks.

There's also a game I never played that Accursed Farms reviewed called Arcade America where you go on a road-trip throughout the USA visiting various interesting places.

Another game I know from Accursed Farms is The Crew (and its sequels) that has a complete map of USA (excl. Alaska/Hawaii) and you can drive anywhere you want to.
