California's extremely dense and has a lot of international travellers coming in (both commercial and recreational, the former even after closing the borders). It's not remotely surprising that it got hit hard early on, for exactly the same reasons that NY and Washington for hit similarly hard. What does reflect the effectiveness of countermeasures is how well a region is doing now that the disease has spread pretty uniformly across the country and there's been time for countermeasures to take effect. In that regard, California's doing pretty well. Their density remains a major challenge (as it always will), and their population means their raw numbers are going to be high, but if you look at per capita values (as you should when making comparisons like this), there's no reason to cite their numbers as evidence of mismanaging the situation.
