It's pretty common knowledge that the best bioterror agents aren't necessarily the most lethal. They just have to be easy to spread and cause common symptoms such that infrastructure is paralyzed by people panicking because they think they might have been exposed. Send a dozen people envelopes containing anthrax and another million people envelopes containing flour, and you've got yourself a successful terror attack without having to actually kill much of anyone (disclaimer: do not actually do this it would be mean). --- This is my signature.
