I mean, they look cool, but they're the shits in terms of practicality. Chains chafe like fuck, they're heavy, and they bite into you more. And, other than as a restraint, it's not like they do anything all that better most of the time.

They were a big aesthetic choice in the 80s & 90s, specially with grimdark edge.

Having grown up in an era when people actually thought that putting a chain on your wallet was cool, I kind of have to disagree that chains should ever be part of any design aesthetic ever.











A gold old-timey pocketwatch on a chain in a vest pocket still feels pretty cool, though.

Within the context of their universe, they're inherently practical. If you could invent a good reason for chains, you'd be there, too. Usually when they do appear, they're not just clothing, they're weapons or parts of weapons. Kratos, for example, has his blades attached to chains. Ghost Rider just uses chains as weapons.

holding gear/like you said, being weapons, plus just looking cool, there's no reason any character has to be anything more than a normal looking guy with a rifle practically
