The next four are all pretty good, I like them a lot. There are elements where they could be improved a bit though, in different ways depending on the character. After that there's a huge drop off. Those 4 just aren't particularly interesting, and in the latter two's case just outright bad villains. Ratcliffe is presented as a silly joke and the only good thing about him is Savages. Shan Yu has no redeeming qualities as a villain; he's a near faceless, story-devoid black hole of charisma. I'm not sure how Mulan as a film still manages to be good with him in it. At the very least, Gaston/Hades/Ursula are all lively and flamboyant personalities, and Scar/Frollo are very intense while still maintaining charisma for their goals.
